Can anyone tell me if the Trust members are paid? Were they appointed by the council? If we, the people, elected the council they have the right to appoint others and give them the power to make decisions? It would seem that is what we elected the council members to do. I did not elect any of the Trust members to do anything with my tax money.

They are appointed by the council to 1-, 2-, and 3-year terms. The appointments are supposedly based on the candidate's qualifications. You can decide what you think those qualifications are. (I have my own opinions on that.)
According to info presented at last Tuesday's Committee of the Whole meeting, part 2, the Trust cannot be dissolved or disbanded until 2015. The solicitor - or somebody - forgot to write an escape clause into the contract. The situation reminds me of George W. with Iraq: no exit strategy.
In the meantime, council might have the power to replace certain members - and should exercise that power immediately.
