With the cones, tape, and baracades,did Johny Law have to be there?

I guess borough officials thought they needed a presence there, but I don't know why they didn't let people over the tracks to take a look from the high ground, maybe at a limited space along the road leading into the park. They could have placed the tapes, ribbons, and gendarmes there. Plus, any stealthy offenders would be caught by using the much-vaunted surveillance cameras.
Instead, folks had to observe from the bridge. The volume of people walking back and forth on the narrow sidewalk there and running across the road created more safety issues than if they had simply been allowed into the park to look.

Good point. Water and electricity generally do not play well together.
